The overall goal of this project is to facilitate the access of small and micro enterprises (MSE) to public procurement market, contributing to their sustainable development and better use of their potential for creating jobs, growth and innovation.
On the other hand, the project should allow to contracting authorities achieving lower prices and higher quality in public procurement.

These objectives will be achieved through the following tasks:

•    to Increase awareness among MSE of the opportunities offered by public procurement market;
•    to provide MSE  with the knowledge, tools, skills and capacities for tender procedures and
•    to help the contracting authorities to relieve the administrative barriers which disables MSE entry into public procurement?

This a three-year project, supported also by the Bureau of Public Procurement, which will be implemented in 20 municipalities of Eastern and Vardar region, plus Strumica.

The project is implementing by the Center for Civil Communications from Skopje in partnership with the "EcHO"- Stip and Foundation "Focus" -  Veles.

Within the project, 200 micro and small enterprises, in the covered regions, will be provided with free trainings, daily assistance and expert advices in the preparation of tender documents and subscribing of procurement notices published by contracting authorities in the targeted municipalities. In addition, representatives from each of the companies will be able to come in one of two Regional Centers which support micro enterprises (located in Stip and Veles), where will be provided with specific assistance in the preparation of the bid, or on a call from enterprises, the mobile teams of assistants will go into his firms to lend necessary assistance. In addition, for more detailed and more sophisticated needs, enterprises will gain consultation and assistance by experts for public procurements. Contracting authorities in the targeted regions, from the other side, will be involved in a range of activities aimed at the implementation of specific measures to facilitate the access of small and micro enterprises in public procurement, in accordance with the recommendations of the European Commission.

The project includes small and micro enterprises from each of the aforementioned municipalities. General conditions for the participation of enterprises in the project and their eligibility for assistance are: company to have products and services that are demanded of public procurement market and to have a maximum of 10 employees. Preference will be given to those SME that have not or have very little experience with public procurement, as well as those who have at least basic IT equipment.
